For several years, TNO Built Environment and Geosciences has been focusing intensively on the innovation of
toolsprocesses and workplace designs in the industrial working environment. The main aim is to create low-dust
production processes and equipment. Employee exposure to vibrations and noise are beginning to feature more and more
often in innovation projects. Apart from the building industry, the metal industry, aircraft industry and the wood industry
have become spearheads for product/process development. These projects include collaboration with employers’
associations, trade unions, the government, employers, employees and manufacturers/producers. TNO has developed an
instrument to assess how a process/tool functions in practice. The TNO Performance Assessment referred to above (see
the documententitled ‘TNO Worst Case Room’) describes innovative production processes and equipment. When these
processes/tools areused, the relevant public/private limit values of harmful substances (such as respirable quartz dust,
hexavalent chrome, etc.) in the breathing zone of the employees will not be exceeded in daily practice.
The Health and Safety Inspectorate has included this TNO Performance Assessment explicitly in its internal ‘Health
and Safety Instructions’. To quote the Inspectorate: ‘If you decide to perform your work with the measures indicated
in a TNO Performance Assessment as referred to on the TNO website ( ) I consider anywww.tno.nl/kwartsstof
exposure to be effectively under control’.
This means that employers can communicate clearly with the inspectors from the Health and Safety Inspectorate and no
additional exposure measurements have to be submitted. This provides employers and employees with an objective assessment
instrument that enables them to make the right decision regarding an imminent investment and allows innovative producers/
suppliers of production processes, tools and equipment to stand out in terms of quality.
Assessment criteria
Primarily exposure to harmful substances in the employee’s breathing zone in the workplace is assessed.
The following standards are applied: -exposure to the substance in question:
– exposure to the substance in question: public/private limit values

Secondarily the vacuum cleaner system should be assessed in accordance with the recirculation ban (see Section 4.18 of
the Working Conditions Regulations). ‘An important aspect for the assessment of the vacuum cleaner system is the ban on
recirculation of carcinogenic and mutagenic substances and substances that may induce oversensitivity when inhaled’ (see
Section 4.18 of the Working Conditions Regulations). ‘Ventilation air may not be recirculated unless it has been
demonstrated that the concentration of this/these substance(s) in the recirculated air is no more than one tenth of the
(public) limit value for this/these substance(s)’.
Project description of the TNO Performance Assessment
TNO studied the emission of respirable quartz during (grinding) work with an angle grinder on sand-lime brick in combination
with the Dusttool exhaust system connected to a Numatic NDD900(A) vacuum cleaner with the Microflo 4BM Finedust filter
system and Microtex Combi-filter.
Specifications of the Numatic NDD900(A /TNO exhaust system on angle grinders
The system consists of an exhaust hood (Dusttool) and various connection rings for the most common angle grinders
(Makita, Metabo, Bosch, DeWalt, KGS, Hitachi, Flex and Fein) and a specially designed fine dust vacuum cleaner
(NDD900(A)) and fine particle dust bags (Microflo 4BM Finedust). The exhaust hood is connected to the industrial vacuum
cleaner with a flexible exhaust hose. Figure 1 shows an exhaust system for 125 mm angle grinders developed by TNO Built
Environment and Geosciences and Dustco Benelux B.V.
